A former lawmaker Samson Osagie has faulted Governor Simi Fubara of Rivers State’s budget presentation to some members of the state’s House of Assembly, saying it was an “illegality”. 

Governor Fubara had in the wake of the crisis rocking the state presented the 2024 budget proposal to a four-man lawmaking body. He thereafter assented to it.

But Osagie, a former member of the House of Representatives, said the move is illegal as the budget was not passed by a majority of the lawmakers. He cited Section 91 of the Constitution to back his claims.

“Therefore, legally speaking, as of the time Fubara presented the budget before four members of the Rivers State House of Assembly, it was not only an illegality but it was an unconstitutional act both on the part of the governor himself and the part of the four legislators who partook in that exercise,” he said on Monday’s edition of Channels Television’s Politics Today. 

According to him, since the budget was not rightly passed and thus spending such funds is an impeachable offence.
